Marked pop up for SC. Users even without SC should get a pop up that they can bypass level and cash restrictions for SC. If they do not have street cred and they select OK they should get a "sorry" pop up that forwards the player to buy street cred from the OG.

Send to gang past daily minimum for street cred. Users that attempt to send to gang a specific user more than 2 times per 24 hours should be able to pay SC to by pass this restriction.
